Know in minutes whether it's worth bidding, and with which team.

Radar Público reads the tender documents, cross-checks them with your company's CVs and projects, and proposes the team that maximizes the score. Every point comes with the evidence behind it. In the end, it delivers the proposal ready to sign.

Radar Público Intelligence for public tenders

The problem

Building the team for a proposal is still manual, slow and risky work.

In service tenders, the technical score almost always depends on the proposed team. Every tender brings its own scoring grid: education, certifications, number of projects, years of experience, time windows. And deadlines are short, often just a few days.

  • Time

Combing through CVs, finding reference projects and filling in declarations takes the whole week.

  • Errors

A misread tier or a wrong date can cost points, or get you excluded.

  • Deciding blind

The company invests in the proposal without knowing whether it has an eligible team or the score it can reach.

Three promises

Faster decisions, stronger teams, truthful proposals.

Go or no-go, in minutes. Before investing in the proposal, the company knows whether it has an eligible team and the maximum technical score it can reach.

The best team, explained. For each required profile, a ranking of candidates with the score per criterion and the evidence behind every point: the CV line, the project, the certificate.

Projects as a lever, always truthfully. When a candidate is close to the next scoring tier, Radar points to the company projects that could help. Only those the person actually took part in, and only once the company confirms.

How it works

From tender to proposal in five steps.

  1. Upload the tender documents

Radar reads the procedure programme and the specifications.

  2. Review the grid

The system extracts the requirements, each with its source page and article, and a person validates before moving on.

  3. Upload CVs and projects

The CVs as PDFs and your company's project list. The system tells you what is missing to score that tender.

  4. Get the proposed team

Who fits each profile, how much they score and what is missing to reach the next tier.

  5. Generate the documents

Team declaration, CV summaries and the matrix linking each requirement to its evidence.

An example

What scoring looks like in practice.

Illustrative

A fictional IT services tender. Criteria change with every tender. Price is worth 60% and technical merit 40%. Technical merit is the average score of each professional, out of 100 points:

Criterion Maximum points
Qualifications 15
Certifications 15
Experience by profile (number of projects, by tiers) 50
Team experience (accumulated years) 20

Radar shows that candidate A scores 65 points and is one project short of the next tier. It searches the company projects for one in which she actually took part, with role and dates, and presents it as a hypothesis. It only counts once the company confirms it.

What you get

The proposal, ready to review and sign.

  • Technical team declaration

    Ready for review and signature.

  • CV summaries

    For each proposed person.

  • Compliance matrix

Every requirement linked to the evidence that meets it.

  • Printable report

With the reasoning behind the chosen team and the people left out.

Who it is for

For those who build, decide on and deliver proposals.

  • Bid manager

    Submits competitive proposals on time.

  • Sales leadership

Decides where effort is worth investing, with the expected score at hand.

  • HR and people management

Keeps CVs and certifications up to date and sees skill gaps.

  • Delivery management

Confirms that the proposed team is real and available.

Trust and control

Built for truth and for audit.

  • AI reads and suggests. Code scores.

Scoring and team selection are deterministic, reproducible and explainable.

  • Every point has evidence.

No black box: you can see where each score came from.

  • Projects only for those who took part.

Radar does not allow assigning a project to someone who did not work on it. False declarations have serious consequences, and the product was designed to prevent them.

  • A person validates.

The extracted grid and project participations only count once confirmed by the company.

  • Your data stays yours.

Each company only sees the tenders it uploaded, and CV, project and evaluation data is isolated per company.

Frequently asked questions

What companies usually ask.

Does AI decide the team?

No. It reads the documents and CVs and suggests. Scoring and team selection are done by deterministic code that you can audit.

What if the tender's criterion is not standard?

Criteria outside the catalog become manual rules: you score them and the system records it.

Can Radar assign a project to someone who did not take part?

Never. A project is only proposed to someone with evidence of participation, and it only counts once the company confirms it.

Do I need to integrate with my HR system?

No. CVs come in as PDF uploads and projects as a spreadsheet.

Do other companies see my tenders or my data?

No. Each company only sees what it uploaded, and the system never reveals that another company uploaded the same tender.

Does Radar replace legal advice?

No. It organizes the team and the evidence. Responsibility for the declarations and the proposal remains with the company.

Does it work for Brazil?

Brazil is the next phase, under Law 14.133/2021.
